It is plain from the
available evidence that unrepresented litigants are to be found in increasingly large
numbers. This raises difficult issues for the HKSAR's civil justice system. Litigants in
person exert particular pressure on the court's bilingual facilities since the vast
majority would wish the proceedings to be conducted in Chinese. As Appendix C, Table
27 shows, there has recently been a sharp increase in hearings conducted in
Chinese. |
