The Working Party therefore approaches the choice between the two Proposals on the
footing that adopting an entirely new code - effectively the whole of the CPR subject
to some modifications - is likely to involve significantly more cost in terms of effort
and disruption for the legal community in Hong Kong. One must therefore ask to
what extent such additional cost would be justified. This provides the background
against which the pros and cons of each of these two Proposals are to be assessed.
